As the 81st United Nations General Assembly High-Level Week continues in New York, today’s agenda places a strong focus on development, inclusion and measurable progress.
On 23 September, the General Assembly is commemorating the 40th anniversary of the Declaration on the Right to Development. Adopted in 1986, the Declaration recognizes development as an inalienable human right and places people at its centre — entitled to participate in, contribute to and benefit from economic, social, cultural and political development.
The UN’s discussion is not limited to principles. Among the questions being considered today is how the right to development can be translated into measurable progress, including through practical tools, partnerships, policies and participatory approaches.
Also today, the UN Secretary-General is convening Climate Summit 2026, officially focused on climate action and a just transition. The summit brings leaders and stakeholders together around the challenge of accelerating climate action while ensuring that transformation is inclusive and equitable.
For IPC and GSLN leaders, these global discussions contain a practical lesson:
Development leadership should not be measured only by what we organize. It should also be measured by what changes because of our work.
A seminar held, a campaign launched, a water station constructed or a community meeting completed tells us that an activity occurred. It does not, by itself, tell us whether the underlying problem improved.
Start with the problem, not the event. Before organizing an activity, clearly identify the problem being addressed, who is affected and what meaningful change the intervention is intended to produce.
Measure beyond participation. Record attendance and reach, but also identify evidence showing what participants learned, gained, changed or continued doing after the activity.
Follow up after implementation. Revisit completed activities and ask what remains after 30 days: what worked, what did not, what changed and what should be improved or continued.
